The U.S. has been shipping about 1/3 of its recyclable waste to China each year. Once in China, the waste is sorted through to find anything that might be of recycling value. The problem has become that much to the recycling waste had other junk in it (some of it is very dirty stuff).
At the start of 2018, China said no more and is banning much of the recycled waste that came in. Now the waste is piling up in the U.S. and we have to start dealing with our own problem. Much of the waste is food packaging which is creating a global backlash to ban plastic bags.
