The dramatic electricity blackouts in California are unprecedented for a first-world nation. If keeping the lights on for millions of people cannot be assured, what’s next?

The state of California is making hundreds of millions of dollars available to build solar and battery power projects for low income, disadvantaged and medically vulnerable people.
