Should the Department of Agriculture Help People Raise Food on Urban Farms?

The Sun Daily of Malaysia, brings an interesting story. The Malaysian Ministry of Agriculture is organizing an urban farming program (financed by the government) to help thousands of households cut living costs. The plan is to help thousands of households grow their own vegetables, under the help and guidance of the Ministry of Agriculture. Is this something for just Malaysia, or is it something that first world nations should consider? You can read the story here:
